Under the agreement, China Mobile and the Henan provincial government will engage in cooperation in six key areas, including telecom infrastructure construction and IT sector development in rural regions.
The investment in the province is expected to help create 170,000 jobs and expand the number of cities covered by China Mobile's 3G networks to 18 within three years.
China Mobile last month also signed a similar agreement with the Guangdong provincial government to invest RMB 80 billion in the province within five years to deploy a TD network and promote the development of the IT industry.
The company's first-quarter net profit grew 5.2% to RMB 25.2 billion, according to an earlier report.
